I have figured out my own problem - I'll post the answer here to help others in the future:

mkisofs -RR -apple -r -T -N -v -v -V 'm_0_0_f' -l -allow-leading-dots -magic ./macppc-magic -map ./more.mapping -hfs-bless ./macboot -o ../OpenBSD_4.1.iso ./

I needed to get rid of the Joliot information, since I wasn't copying from a Joliot system. Ha!
